Andy-Loan Richmond

Dear Members of the Nominations Committee of the National Capital FreeNet,

My name is Andy-Loan Richmond, and I currently serve as Director of Programs at the University of Ottawa Students’ Union (UOSU). Please accept my application for the National Capital FreeNet (NCF) Board of Directors.

I am a bilingual public policy and public administration professional currently serving as Director of Programs at the University of Ottawa Students’ Union (UOSU), where I oversee a multi-million-dollar portfolio composed of multiple student service centres and operational initiatives within a complex governance environment. In this role, I contribute to strategic planning, organizational oversight, financial accountability, stakeholder engagement, and policy-oriented decision-making while working closely with institutional leadership, community organizations, elected representatives, and multidisciplinary teams.

My role also involves preparing briefing notes, strategic recommendations, executive correspondence, reports, and governance-related materials to support organizational planning and senior leadership decision-making. Through this experience, I have developed strong governance, operational oversight, and stakeholder coordination skills directly relevant to Board-level responsibilities.

In addition to my professional experience, I am actively involved in community governance and public advocacy initiatives in Ottawa. I currently serve as Co-Chair of the Pedestrian Safety and

Walkability Subcommittee at the Council on Aging of Ottawa, where I collaborate with municipal stakeholders, volunteers, and community organizations to advance accessibility, inclusion, and public infrastructure initiatives.

I am also completing graduate studies in Public Administration at the École nationale d'administration publique (ENAP) and Industrial Relations at Queen’s University, further strengthening my expertise in governance, labour market policy, organizational leadership, and public sector strategy.

I believe my combination of governance exposure, operational leadership, policy analysis, stakeholder engagement, and community-centered leadership would allow me to contribute meaningfully to NCF’s mission and long-term development.

What skills will you contribute to the NCF Board?

I would bring a strong combination of strategic governance, operational management, stakeholder engagement, public policy analysis, and community leadership skills to the Board. Through my current leadership role at UOSU, I regularly oversee complex operations, manage significant budgets, contribute to executive-level decision-making, and coordinate multidisciplinary teams operating in a highly collaborative and accountable governance environment.

Additionally, my academic and professional background in economics, public administration, industrial relations, and public policy allows me to approach organizational challenges with both strategic and analytical perspectives. I am particularly interested in issues related to digital inclusion, accessibility, equitable access to services, and the role technology plays in supporting education, employment, civic engagement, and community participation.

My experience working with community organizations, educational institutions, public stakeholders, and advocacy initiatives has also strengthened my ability to build partnerships, facilitate dialogue between diverse actors, and contribute to collaborative governance processes.

Furthermore, I bring extensive experience in community outreach, partnership development, advocacy, and stakeholder mobilization, having worked across educational, public, and non-profit sectors throughout my career.

Finally, as a fully bilingual professional working in both English and French, I would bring strong communication and outreach capacity within Ottawa’s diverse community environment.

What are the most important functions of NCF for its members?

I believe one of NCF’s most important functions is promoting accessible, affordable, and community-oriented digital connectivity and technological inclusion. In today’s society, access to reliable internet services and digital resources is no longer optional; it is essential for education, employment, public participation, social inclusion, and access to services. Organizations such as NCF play a critical role in helping reduce barriers and ensuring that individuals and communities remain connected in an increasingly digital world.

I also believe NCF’s advocacy and community-oriented role is extremely important. Beyond providing internet services, NCF contributes to broader conversations regarding affordability, digital equity, accessibility, telecommunications policy, and the social implications of technological access.

Equally important is NCF’s governance model itself. As a community-driven organization, NCF has the ability to remain closely connected to the realities and evolving needs of its members while balancing innovation, accountability, and long-term sustainability.

Why do you want to be an NCF director?

I am interested in serving on the NCF Board because I strongly value organizations that combine community impact, public service, innovation, and collaborative governance.

This opportunity aligns closely with both my professional interests and my long-term commitment to governance, accessibility, community development, and public policy. I see this as an opportunity not only to contribute my experience and perspective, but also to continue developing as a governance professional within Ottawa’s non-profit and civic ecosystem.

I am particularly drawn to NCF’s mission because technology and digital access increasingly intersect with broader social issues such as inclusion, accessibility, education, employment, and democratic participation. I believe organizations like NCF play an essential role in strengthening communities and ensuring that technological progress remains accessible and community-centered.

As someone who already operates within complex governance, stakeholder engagement, and policy-oriented environments, I would be honoured to contribute strategically to an organization that continues to have a meaningful impact within the National Capital Region.
