Use of NCF by Prospective Members

Use of NCF services normally requires logging in as a member, with an
NCF account ID and password.  However, NCF desires a mechanism such that:

* Prospective members can evaluate NCF before registering as a member;
* Prospective members can use the system for part or all of the
  registration process (eg., information entry).

Whatever is provided ought to supply information about NCF services and
tend to encourage a person to register.  It should be easy for a beginner
to use and easy to register.

It ought not be a substitute for membership; it ought to be functional
enough to communicate by demonstration what NCF offers but not be so
functional that people might use it instead of registering.

Whatever is provided ought not allow anonymous violation of NCF's policies
or User Agreement, eg., it ought not allow a person to send email, post to
newsgroups, participate in chat, or otherwise 'publish' anonymously, or
permit violations that cannot be traced to a particular person.
