============================================================================= Information Item Net Abuse Response Team ("Spam Desk") Set-up Sheet ============================================================================= Committee/Task Force/Team Setup Sheet ===================================== Name of Task Force: Net Abuse Response Team ("Spam Desk") ~~~~~~~~~~~~~~~~~~ Type: Administrative ~~~~ Mandate: ~~~~~~~ - Receive members' reports of unwelcome email, determine if problem exists by assessing volume of reports and/or severity of attack ie. mail bomb (otherwise known as "spam") - members email sample with full headers to netabuse@freenet.carleton.ca - Notify S/A of site/account where problem mail originates - Notify members of sites/accounts blocked/banned from NCF system - Maintain records regarding sites time limits re blocked/banned status - Time limits: first offence - 1 week second offence - 1 month third offence - permanent Responsible to: System Administrator S/A and Administrative Coordinator A/C ~~~~~~~~~~~~~~ - Shared responsibility as technical detail in operational area Level of Authority: ~~~~~~~~~~~~~~~~~~ - Acts independently, based on reports from members and/or instructions from Postmaster or S/A Duties and responsibilities: ~~~~~~~~~~~~~~~~~~~~~~~~~~~ - Moderate newsgroup, receiving and reporting on unwelcome commercial email and/or mail "bombs" received by NCF - Update newsgroup and text file to keep membership informed of current status of blocked/banned sites - Notify S/A when of blocked/banned time is expired for given site so it can be reinstated for our system - Use NetAbuse Moderator's account to moderate newsgroup, and maintain menu for team; also to receive email from members (not to be used for any other purpose) (userid: ao707) - Maintain spam help files, how-to procedures and where appropriate pointers to WWW sources of anti-spam information - Maintain one copy of offensive email, complete with headers, from each blocked/banned site in mail directory of netabuse account - Members email sample with full headers to netabuse@freenet.carleton.ca Time frame: Ongoing support, with six month reviews ~~~~~~~~~~ Time commitment: ~~~~~~~~~~~~~~~ - Varies depending upon volume of "spam", and necessary resulting activity - Coordinator must check email of netabuse Support/resources required (materials, staff support, information): ~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~ Membership: ~~~~~~~~~~ - One coordinator, who also acts as moderator of newsgroup - One backup team member minimum Qualifications and Special Skills: ~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~ - Familiar with the NCF system - Able to work cooperatively with staff and key volunteers - Able to work independently, with little supervision - Willing to modify actions to lessen likelihood of counter-attacks on individual Reporting: ~~~~~~~~~ - Annual report must be submitted by date specified each year, (usually late December to early January), length approximately 2-4 screens of information.
