The export-news taskforce recommends that the following site agreement be implemented: Site Agreement Draft =================== To receive a feed of the ncf.* newsgroups, please mail this agreement back to [exportnews@freenet.carleton.ca] indicating that you will abide by it. By accepting the feed of the National Capital FreeNet's internal newsgroups, _________________ indicates that: a) this site has a presence in the National Capital Region; b) ncf.* newsgroups will not be propagated to other sites without prior confirmation from NCF that the secondary site has agreed to abide by this agreement; c) this site has a clearly defined and enforced acceptable use policy; d) this site will respond to, and when appropriate, address complaints about users at this site; e) upon request from the NCF, a feed to any secondary will be revoked. This agreement works on the honour system. NCF has no obligation to continue to provide any site with a newsfeed. Feeds will be revoked from any site failing to deal with gross abuse of the network by its users. ============================================================ end draft 2) The export-news task force recommends that we also make available guidelines giving a description what constitutes abuse of the network, and giving pointers to examples of acceptable AUP's. Guidelines -------------- Q. What is meant by abuse? A. Abuse of network includes, but is not limited to: - using the network for carrying on illegal activities, such as repeated harassment, threats, fraud etc. - mailbombing, unsolicited email advertising (eg: using addresses culled from news). - newsbombing (ie: spam). - overloading parts of the network in spite of requests to reduce traffic. Q. What do you mean by an AUP? A. An acceptable use policy, such as NCF's AUP (http://www.ncf.carleton.ca/freenet/rootdir/menus/freenet/board/policy/aup.pol) or the OCUNIX AUP (http://insert.a.url.in.this.space) 3) The Export-news task force recommends that the following newsgroups not be exported at all: ncf.announce ncf.francais & ncf.general ncf.admin.volunteer.playground ncf.sigs.irc Sigs such as the 'Kid's Sig' which are geared specifically to young children ncf.sigs.comnet.* (these are about NCF comnetting rather than ncr comnetting) and all 'archived' newsgroups (such as the 94 & 95 AGM groups) 4) The export-news task force recommends that the following actions be implemented to deal with the remaining groups: -For information provider groups: mail to contact IP's and ask if they want their group exported. If they reply yes we export, if they reply no we don't. If they don't reply at all we don't export; and we refer them to the IMTF for followup. -For the SIGS: a) moderated SIGS: treat as IP's For all moderated newsgroups we will make available the option of exporting newsgroups such that anyone can read them, but only posts originating from an ncf address will reach the moderator's mailbox. Posting attempts from outside NCF will receive an automatic reply explaining they must be posting from within NCF to post to the newsgroup. b) all other SIGS with the exception of those previously mentioned above: our recommendation is that they all can be exported, with a mechanism setup for sigs to 'opt-out' - NCF Administrative Groups: With the exceptions noted above , all administrative groups should be exported. Moderated groups (such as ncf.board-discussion-moderated) would be setup to ignore postings from outside NCF. In the case of board-mod, the auto-reply would suggest that people direct their posts at board-unmoderated instead.
