CANCELLATION OF THE "MANAGED FOREST TAX REBATE PROGRAM" COMMITTEE RECOMMENDATION That Council: 1. Support the Ontario Woodlot and Sawmill Operator's Association to have a separate category within the property tax assessment system for "forest land" to encourage landowners to maintain their land in forest cover for ecological, commercial and aesthetic reasons. 2. Send copies of the resolution to the Ministry of Natural Resources, the Ontario Woodlot and Sawmill Operator's Association and the County of Lanark. "CARRIED" 2. MASTER PLAN FOR LONG ISLAND PARK COMMITTEE RECOMMENDATION That Council request the Rideau Valley Conservation Authority to prepare a master plan for Long Island Park. "CARRIED" HEALTH COMMITTEE REPORT NO. 25 1. HEALTH DEPARTMENT STRATEGIC PLAN COMMITTEE RECOMMENDATIONS AS AMENDED That Council: 1. Approve the strategic goals and departmental philosophy of the Health Department. 2. Approve a revision to the Mission Statement to read: "To promote optimal health in the community through leadership, innovation, partnership and service." 3. Approve an amendment to Service Goal #1 to read: "To define and implement an appropriate role for the department regarding the Long-Term Care Multi-Service Agency (MSA) in Ottawa-Carleton." 4. Approve an amendment to Service Goal #5 to read: "To recognize and be responsive to special needs based on ethnicity, cultural background, and sexual orientation in the delivery of Health Department programs." "CARRIED" 2. HEALTH COMMITTEE POLICY COMMITTEE RECOMMENDATION That Council approve the Health Committee policies as outlined in the report. "CARRIED" 3. HEALTH INTELLIGENCE UNIT COMMITTEE RECOMMENDATION That Council support in principle the Health Department's participation in the proposed Health Intelligence Unit and that the department contribute to the work of the Unit to the extent that existing information and resources permit. "CARRIED" 4. TOBACCO CONTROL ACT - BILL 119 COMMITTEE RECOMMENDATIONS AS AMENDED 1. That Council receive this report for information. 2. That Council encourage the Government of Canada to take immediate action or measures to prevent the entrance of contraband cigarettes and alcohol into Ontario from the United States. 3. That Council recommend to the standing committee studying Bill 119, that public transit systems be added to the list of prohibited areas for the sale of tobacco products. "CARRIED" 5. HEPATITIS B UNIVERSAL IMMUNIZATION COMMITTEE RECOMMENDATION That Council contact the Provincial Minister of Health again to reiterate strongly its support for a universal immunization program against Hepatitis B in the Province of Ontario. "CARRIED" 6. RESTAURANT INSPECTIONS - MANDATORY FOOD HANDLING EDUCATION - AMENDMENT TO THE RMOC ACT COMMITTEE RECOMMENDATIONS AS AMENDED 1. That Council withdraw Recommendation No. 5 of Health Committee Report No. 9, Item 1, carried by Regional Council on September 23, 1992, which reads: That legislation be requested to enable the RMOC to mandate food handling education if the Food Premises Regulations are not changed by the Province within one year. 2. That Council encourage the Minister of Health to enact the proposed amendments to the Food Premises Regulations making food handler training mandatory in Ontario at the earliest available opportunity at no cost to Boards of Health. That Council support the concept of kiosks in transit stations to increase the safety and activity of stations; and that the Ottawa-Carleton Regional Transit Commission be requested to renegotiate an agreement with the applicant to provide for a "no tobacco sale" policy, and that the offering of further incentives be considered. 3. That Council approve that tobacco products not be allowed for sale or distribution on any property, or in any building owned by the Regional Municipality of Ottawa-Carleton. That Council approve that a working group be established to develop a new alcohol use policy for the Regional Municipality of Ottawa-Carleton. 2. That members of Regional Council, staff from the Public Affairs, Legal, and Health Departments and the Chief Administrative Office, as well as representatives of key user groups in the community, be included in the consultation process used by the working group. Richards & Associates Limited preliminary design illustrated on presentation Drawings 13476-R1 to 13476- R10 for Hunt Club Road Construction from Cahill Drive to Conroy Road. "CARRIED" 2. LEES AVENUE - SCHOOL AREA SIGNS COMMITTEE RECOMMENDATION That Council approve that School Area signs be erected only in conformance with guidelines set forth in the Ontario and Canadian Manuals of Uniform Traffic Control Devices. TRAVEL ALLOWANCE FOR BICYCLES COMMITTEE RECOMMENDATION AS AMENDED That Council REJECT the staff recommendation to adopt a bicycle travel policy for regional employees, as outlined in the attached report. PARKING INFRACTIONS STATUTE LAW AMENDMENT ACT, 1992. COMMITTEE RECOMMENDATION That Council approve an amendment to Traffic and Parking By-law No. 1 of 1990 by adding the following subsection: 84. (3) This by-law shall be deemed to be the by-law of the area municipality in which the Regional road is situated for the purpose of collecting and retaining the fines levied for convictions respecting parking infractions pursuant to the Parking Infractions Statute Law Amendment Act, 1992. OTTAWA RIVER PARKWAY REHABILITATION, LINCOLN FIELDS TRANSITWAY STATION TO THE WEST TRANSITWAY - FEASIBILITY OF BICYCLE LANES COMMITTEE RECOMMENDATION AS AMENDED That Council receive the Departmental recommendation, and direct staff to consult with the Regional Finance Department to pursue the possibility of using the authority under the Miscellaneous Transitway Studies Account to construct cycling lanes in accordance with the recommendations of the Regional Cycling Network Plan, and report back to the Transportation Committee. "CARRIED" EXECUTIVE COMMITTEE REPORT NO. 101 I. PREFERENTIAL PROCUREMENT POLICY - CONSTRUCTION COMMITTEE RECOMMENDATIONS That Council: 1. Confirm the immediate suspension of the preferential procurement policy that was approved by the Executive Committee on November 1st, 1993 and Council on November 10th, 1993 and which stipulated that the Regional Municipality of Ottawa-Carleton would not accept either tenders for construction contracts from Quebec based contractors or tenders that contained subcontractors from Quebec or Quebec produced construction materials. 2. Confirm that the preferential construction procurement policy remain suspended until April 1, 1994, at which time the policy will be formally revoked subject to the following: (a) Quebec government and Quebec municipalities have complied with the Quebec government's obligations under its Public Procurement and Construction Labour Mobility Agreement with the Ontario government to eliminate all protectionist measures with regard to construction procurement no later than December 24, 1993, including all requirements that discriminate, in any way, against Ontario contractors, subcontractors, suppliers, manufacturers and products in any phase of the public procurement process for construction; and (b) That the governments of Ontario and Quebec reach an agreement by March 31, 1994 on a system of mutual recognition of qualifications, skills and experience for all construction trades and occupations, such that the qualifications, skills and experience of construction workers in either province are fully recognized and credited in the other, thereby permitting the free movement of construction labour between the two provinces. Should either or both of conditions (a) and (b) above not be met, the preferential construction procurement policy shall immediately go back into effect. "CARRIED" 2. COST SHARING - MAXIME RELIEF COLLECTOR SEWER PHASE II SHENKMAN SUBDIVISION PROJECT NO. 932-42009 COMMITTEE RECOMMENDATION That Council confirm the payment to Shenkman Corporation Ltd., 130 Albert Street, Suite 2001, Ottawa Ontario, K1P 5G4 for the cost sharing of the 750 mm Maxime Relief Collector Sewer Phase II in the Gloucester City Centre Subdivision in the amount of $285,083.32. "CARRIED" 3. WATER FACILITIES RECORD DRAWINGS CONTRACT NO. CC-3215 PROJECT NO. 922-41747 COMMITTEE RECOMMENDATION That Council confirm the appointment of Thorburn Penny Consulting Engineers, 2781 Lancaster Road, Suite 301, Ottawa, Ontario K1B 1A7 to Contract CC-3215 to prepare a detailed work programme for updating water facility record drawings with an estimated fee of $25,000.00, including G.S.T. "CARRIED" 4. LEMIEUX ISLAND WATER PURIFICATION PLANT EXPANSION AND REHABILITATION, CONSULTING FEES CONTRACT NO. CC-107A PROJECT NO. 922-41710 COMMITTEE RECOMMENDATION That Council confirm an increase in the limit of fees payable to Gore & Storrie Limited, 1101 Prince of Wales Drive, Ottawa, Ontario, K2G 3W7, under the existing agreement CC-107A, in the amount of $459,000 (including G.S.T.). In addition, a contingency allowance of $43,000 is requested to allow for contract variations, for a total increase of $502,000, bringing the total provision for fees to $5,536,365. "CARRIED" 5. CARP SEWER AND COMMUNAL WATER SYSTEM - COST RECOVERY COMMITTEE RECOMMENDATIONS That Council approve that: 1. The Regional Sewer and Water costs, less grants received from the Ministry of the Environment and Energy through the Jobs Ontario Capital Grants program be recovered through the following charges to be based on equivalent units consumed: (a) 37.5% to existing units in the existing village; and (b) 62.5% to new growth in the existing village and expansion area. 2. The owners of the existing units located in the Jiulia Subdivision not be required to pay the charge imposed to collect the cost of the Carp Communal Water System. 3. The charges for oversizing be those identified under Oversizing Costs on Annex A. 4. The cost of the project to be recovered include the carrying costs to the date of payment/issuance of debentures. 5. The total project be managed by the Region with the local sewer costs recovered from the Municipality of West Carleton, plus carrying costs, upon completion of the project. 6. Debenture authority for the net requirement of the Regional Sewage Pumping Station and Forcemain, and the Communal Water System be authorized. 7. Existing home owners have the option of either: a) paying the charges within 2 months of the completion date; or b) amortizing the charges over 10 or 20 years at the same rate of interest a the debenture borrowing rate. 8. The unit charge for new growth in the existing village and expansion area increase annually at a rate equal to the Region's debenture borrowing rate and be payable at the time a building permit is issued. 9. The water connection permits for new units be withheld until the water and sewer charges outlined in this report have been paid. 10. The Regional Regulatory Code be amended to implement this report. TILE DRAINAGE DEBENTURES COMMITTEE RECOMMENDATION That Council approve that the enactment of the attached B By-law imposing an annual levy of $2,235.00 on the Township of Osgoode, during the years 1994 to 2003 inclusive. TEMPORARY BORROWING BY-LAW FOR 1994 CURRENT OPERATIONS COMMITTEE RECOMMENDATION That Council approve the enactment of the attached By-law authorizing temporary borrowing for current purposes for the year 1994 in accordance with existing legislation. "CARRIED" 8. HOMEMAKING CONTRACTS COMMITTEE RECOMMENDATIONS That Council approve that: 1. The Home Care Program decrease the rate of referrals to the Visiting Homemakers Association until they have completed their consolidation; 2. Effective January 31, 1994, all of the new referrals for homemaker services for the Health Department Home Care Program and Social Services Department be given equally to the following agencies: - Bradson Home Health Care; - Consult A Professional Service; - Central Health Services; - Comcare (Canada) Ltd.; - Med+Care Partnership; - Olsten Health Care Services; - Ottawa Home Health Care Inc.; - Para-Med Health Services; - Visiting Homemakers Association (after consolidation); and 3. Existing contracts for the provision of homemaker services be extended for the period from April 1, 1994 to September 30, 1994 with the agencies listed above. "CARRIED" 9. MACLENNAN V. M061-061-T4/93 COMMITTEE RECOMMENDATION That Council approve the award of Tender M061-061-T4/93 to Canada's Capital Building Cleaning Services Limited, 299 Michel Circle, Vanier, Ontario K1L 7P5, for the supply of Janitorial Services at the Ottawa-Carleton Centre. This two year contract covers the period January 1, 1994, to December 31, 1995, at a cost of $389,263.86 (GST included). FIELD EVALUATION OF ASPHALTIC PAVEMENT REINFORCEMENT MATERIALS COMMITTEE RECOMMENDATION That Council approve an authority of $80,000 to cover the second year costs of a five year joint project, between the Transportation Department and the National Research Council of Canada -Institute for Research in Construction, for a Field Evaluation of Asphaltic Pavement Reinforcement Materials at various locations within the Regional Road System. This expenditure will bring the total two year RMOC expenditure for this study to $152,000. "CARRIED" 17. CULVERT REPLACEMENTS REGIONAL ROAD NOS. 20 AND 5 - INCREASE IN CONTRACT NO. 93-503 COMMITTEE RECOMMENDATION That Council confirm an increase in Contract 93-503 with George W. Drummond Ltd, a Nepean based contractor, for the Culvert Replacements - Structure Nos. 3862, 3865 and 3830, by $40,000.00 to pay for unforeseen additional drainage work carried out during construction to a revised contract price of $306,189.25 (including GST).
